My uncle tows his show cars around on an open trailer and does two things to prevent "tow away" theft.  He had a local shop fab up a "hitch blocker" out of 1/4 inch plate steel that covers the entire hitch area and is held in place with a piece of 1/4 inch steel that passes through both sides and has a "hockey puck" style lock on it.  Then he had the whole thing heat treated, I think it weighs close to 15 pounds...  The other thing he has is a Denver Boot that is on the trailer any time it's not being moved.  Bulky and cumbersome, but effective.
