[F500] Great Equalizer?

I mentioned this idea before and maybe I didn't present it well enough.
Keep in mind I am not an engineer so those of you on the list with
expertise or experience in this area please chime in if I'm off base.  If
we use a standard carb size for the class that is small enough to restrict
engine power so no matter what engine is in your car 494, 494 rave, 493
rave, any 500cc two stroke they will all make about the same power and
wouldn't that be a simple inexpensive answer?

What size would it take to achieve this 34, 32 28mm?  Could this be done
without causing the engines to be unresponsive and running to lean?  My
point is it won't matter what parts are in what motor everybody will be
making about the same power give or take what 2 -3 hp?  This way all
members of the class can use whatever motor their budget or allows.

Just my thoughts on the issue.
