[F500] 2003 Howell C. Jones Sportsmanship Award

Originally I had provided the Merriam-Webster Collegiate Dictionary 
definition of sportsmanship which is:

: conduct (as fairness, respect for one's opponent, and graciousness in 
winning or losing) becoming to one participating in a sport.

OS and Lou may want to elaborate on this some. We opened it up some last 
year to accept anyone in the F500 community who fits this description 
but would like to keep it within road racing community and drivers at 
the Run-Offs, but we might be willing to reconsider this. Unless Nick 
Jones wants to attend this year. Lynn had mentioned that her father 
would like to present the award at some time when he feels he is ready. 
I"ll let you know what I learn about his availability.
