[F500] 2-stroke regulation

I found the reference today.  The EPA has adopted new Emission 
Standards for New Nonroad Engines.  The plain english summary can be

entire rulemaking information can be found at 
http://www.epa.gov/otaq/recveh.htm . 

One key quote from one of the documents is, "The Clean Air Act 
excludes from emissions control programs vehicles used solely for 
competition."  Eventually I can see the rules getting rid of most 
2-stroke engines, but full implementation for snowmobiles isn't until 
2012.
