[F500] Runoffs Qualifying Rule Change Idea

We also run with International Conference of Sports Car Clubs here in the
Northwest.  If a class falls below a 3 cars/race average for three years, then
it loses its Championship status.  You can still race those cars, but there is
no Champion for them anymore.  If you bring the numbers back up, you can
petition to be re-instated.  Not that we're only racing because there is a big
trophy at the end, but..... :-)

So, other sanctioning bodies do it.  

As to Chuck's other point about West Coast racers:  I bet if the Runoffs were
held here more often, we would boast those numbers that you have.  Would you
keep racing if they moved them to another coast?  Some racers would say yes,
others would say no..... Just a thought.

Division and there are 4 Divisions whose geographical boundaries are within
